Grassroots Empowerment in Motion, Presidential Fund Uplifts ZANU PF Affiliates in Midlands

In a bold affirmation of inclusive development and economic participation, five ZANU PF affiliate groups in the Midlands province have received financial support under the Presidential Empowerment Revolving Fund, signaling the deepening of grassroots-focused empowerment under the Second Republic. Held in Kwekwe, the disbursement ceremony was presided over by Presidential Investment Advisor Dr Paul Tungwarara, who reiterated the transformative purpose of the initiative, to capacitate communities and strengthen self-reliance through access to capital.

The affiliates that benefitted from this round of funding, Cross-Border Traders for ED, Vendors for ED, Pastors for ED, Children of Zimbabwe Liberation War Veterans Association, and Hairdressers for ED, represent a microcosm of the informal and community-led sectors often overlooked in traditional funding models. By focusing on these groups, the empowerment initiative is clearly pivoting towards communities that have historically operated on the margins of formal financial systems, offering them not only financial lifelines but recognition and economic inclusion.

But while the funding comes with opportunity, it also carries responsibility. Dr Tungwarara did not mince his words in cautioning beneficiaries to maintain ethical standards in managing the funds. The revolving nature of the fund means that sustainability hinges on repayment and discipline. Accountability, therefore, is not merely a financial expectation, it is a moral obligation to fellow citizens awaiting their turn in the empowerment cycle. Plans to deploy auditors for oversight further demonstrate the seriousness with which the government views prudent fund management.

At the heart of this initiative is the Second Republic’s commitment to devolved development, where policies and resources reach deep into the communities that need them most. The Midlands Minister of State for Provincial Affairs and Devolution, Senator Owen Ncube, hailed the programme as proof that the President is not only listening to grassroots voices but also acting decisively to bring tangible support to everyday people. His remarks reflect a broader policy shift that has seen a greater emphasis on economic equity, decentralisation, and rural-urban empowerment balance.

Among the standout reflections from beneficiaries was the practical impact the fund is expected to have. Pastors, often faced with the burden of self-sustaining their ministries, now see a pathway to financial independence that allows them to preach without the constant pressure of financial instability. Reverend Idirashe Dongo, representing Pastors for ED, captured the sentiment well. The fund, she said, will liberate spiritual leaders to focus on their divine calling without being overly dependent on congregational contributions.

Similarly, for vendors and hairdressers, many of whom operate in vulnerable informal spaces, the funding marks a shift from subsistence to sustainability. It opens avenues for expansion, innovation, and possibly formalisation of operations. In this sense, the fund is not just a capital injection, but a catalyst for dignity, productivity, and future prosperity.

More broadly, the Presidential Empowerment Revolving Fund is part of a mosaic of policy tools designed to stimulate entrepreneurship, foster inclusion, and elevate the livelihoods of marginalised communities. Its success, however, will not be measured only in the number of beneficiaries, but in the effectiveness of the projects funded, the repayment discipline maintained, and the overall ripple effects created in local economies.

As Zimbabwe advances towards Vision 2030, the ambition to become an upper-middle-income economy, programmes such as these are vital in ensuring that no one is left behind and that economic growth truly reflects national unity, shared prosperity, and people-driven progress.
