
HARARE – ZANU PF has moved to strengthen the accuracy of its organisational structures in Harare Province, with party leaders placing renewed emphasis on cell verification, accurate records and the effective management of the province’s growing numerical base.
Politburo Member Lieutenant General (Retired) Cde Engelbert Rugeje said the exercise was part of efforts to address party dynamics and strengthen the organisational foundation of ZANU PF in Harare.
“I was sent by the ruling Party ZANU-PF to discuss party dynamics,” Cde Rugeje said, while reminding party structures of the strategic importance of Harare Province.
The emphasis on Harare is significant given the province’s considerable electoral weight.
Cde Rugeje noted that Harare has an advantage in terms of the numbers of people that can be reached, placing importance on the province’s organisational capacity as the party looks towards future political contests.
The immediate task is a seven-day data cleaning exercise, preceded by the orientation of district coordinators and data cleaners.
Cde Rugeje described the programme as highly technical, underscoring that the process is intended to establish a more accurate picture of party structures rather than simply increase numerical records.
“To the PCC members, you are the Principal of the data cleaning process,” he told members of the Provincial Coordinating Committee, stressing their responsibility in ensuring that party records remain accurate and up to date.
The emphasis on data comes as the party seeks to strengthen the link between its numerical strength and its actual structures on the ground.
Harare Province Chairman Cde Charles Tavengwa Masimirembwa said the exercise followed a directive from the National Political Commissar on cell verification.
The focus on cells is particularly important because the cell represents the grassroots organisational foundation of the party. Ensuring that records at this level are accurate provides the party with a clearer understanding of its structures and their numerical composition.
Cde Masimirembwa said registered voters in Harare Province had surpassed 1.1 million, underlining the scale of the political constituency within which the party is operating.
“Harare Metropolitan Province is the most popular Province in Zimbabwe,” he said.
He further argued that the province already possesses numbers capable of giving the party an advantage in future elections.
“We have numbers that enable us to win future elections,” Cde Masimirembwa said.
The significance of the exercise, however, goes beyond the numbers themselves.
A large numerical base only becomes a political advantage when it is accurately captured, properly organised and connected to functioning structures. The data cleaning process therefore gives the party an opportunity to establish whether its records correspond with its structures at cell, district and provincial level.
For Harare, this is particularly consequential.
The province carries one of the country’s largest concentrations of voters and remains an important political battleground. Consequently, improving the quality of organisational information gives the party a stronger basis for understanding its structures and planning future political activities.
The seven-day exercise also places greater responsibility on district coordinators, data cleaners and PCC members, with the process requiring accuracy rather than simply the accumulation of figures.
The broader political significance is that ZANU PF is seeking to turn numerical presence into organisational strength.
With more than 1.1 million registered voters in the province, the contest is not merely about how many people can be counted, but how effectively political structures can understand, organise and maintain their records.
The Harare exercise therefore represents an attempt to bring greater precision to the party’s grassroots organisation, creating a clearer organisational picture ahead of future political engagements.
For the province, the message from the party leadership is increasingly centred on one principle: numbers matter, but accurate numbers organised through functional structures matter even more.
