Emmanuel Matsvaire Confirmed as TIMB CEO

After guiding the ship through turbulent waters for nearly three years, Emmanuel Matsvaire has finally been handed the captain’s armband, officially appointed as Chief Executive Officer of the Tobacco Industry and Marketing Board (TIMB).

Now, the government has made it official.

“We are very happy to have a substantive CEO appointed,” said TIMB board chairperson Pat Devenish, who confirmed the appointment was not only approved by the Ministry of Agriculture but also endorsed by President Emmerson Mnangagwa. “We look forward to his contribution in a substantive, rather than acting, capacity.”

It’s a decision that many farmers say reflects the reality on the ground. Under Matsvaire’s stewardship, TIMB has seen gradual transformation, quiet, deliberate, but unmistakable.

“Confidence has been restored,” said George Seremwe, president of the Zimbabwe Tobacco Farmers and Growers Association. “We commend the government for making it official. Now the organisation can move forward with stronger resolve.”

A veteran with more than 16 years of experience in the tobacco sector, Matsvaire brings not only institutional knowledge but also strategic depth, described by the board as “a results-driven executive” with a firm grasp of agriculture management, policy planning, and sector reform.

His appointment comes at a time when Zimbabwe’s tobacco industry is evolving, shifting from merely being the country’s, top foreign currency earner to becoming a hub of value addition, contract farming refinement, and sustainability-focused reforms.

For Matsvaire, the title may have changed, but the work continues. And for many in the industry, it’s not just about filling a role. It’s about reinforcing a vision, a sector led by someone who knows its soil, understands its seasons, and is committed to seeing it grow.
