Chief Justice Malaba Opens 2025 Legal Year, Emphasizes Judicial Accountability

Chief Justice Luke Malaba officially opened Zimbabwe’s 2025 legal year at the Bulawayo High Court, marking a historic departure from the traditional venue at the Constitutional Court in Harare. This significant change reflects the Government’s commitment to its devolution agenda.

Simultaneous ceremonies were held in Harare, Mutare, Masvingo, and Chinhoyi, with senior judiciary officials presiding. Deputy Chief Justice Elizabeth Gwaunza led the Harare proceedings, Justice Marie-Anne Gowora officiated in Masvingo, Justice Ben Hlatshwayo spearheaded Mutare’s event, and Deputy Judge President Justice Garainesu Mawadze presided over the Chinhoyi ceremony.

The theme for this year, “Building Public Confidence in the Judiciary Through Stakeholder Participation,” underscores the judiciary’s commitment to fostering trust, inclusivity, transparency, and accountability in the justice system.

Collaborative Justice Delivery

In his address in Bulawayo, Chief Justice Malaba emphasized the importance of collaboration in ensuring justice delivery.
“The judiciary cannot function in isolation. Collaboration with stakeholders is crucial for effective justice delivery,” he said.

He highlighted the role of the media and non-governmental organizations in educating the public about the justice system’s significance. Chief Justice Malaba further stressed the need for the Judicial Service Commission (JSC) to implement policies ensuring judicial independence and accountability.

Strengthening Public Trust

Deputy Chief Justice Gwaunza, speaking in Harare, echoed these sentiments, describing the theme as a call to action.
“This year’s theme reminds us of the power of collective effort in delivering justice. By working with stakeholders, we can reinforce public trust and ensure fairness and transparency,” she said.

She also reflected on the JSC’s achievements in 2024 while candidly addressing challenges faced by the judiciary.

A Vision for the Future

The ceremonies served as platforms to strategize on improving judicial services amid evolving societal needs. Key discussions focused on enhancing access to justice, upholding judicial independence, and maintaining public confidence in the legal system.

The prestigious events attracted a diverse audience, including government officials, prominent lawyers, judges, magistrates, and other justice sector stakeholders.

The 2025 legal year sets the tone for greater stakeholder collaboration and enhanced judicial accountability, aligning with Zimbabwe’s broader developmental vision under the devolution framework.
