A New Era for ZRP: Stephen Mutamba Takes the Helm Amid High Public Expectations

President Emmerson Mnangagwa has appointed Deputy Commissioner-General Stephen Mutamba as the new Commissioner-General of the Zimbabwe Republic Police (ZRP), effective January 1, 2025.

The appointment follows the retirement of Commissioner-General Tandabantu Godwin Matanga, who served in the role since 2018. Commissioner-General Mutamba assumes leadership amid growing public anticipation for reforms in law enforcement, particularly in addressing key issues such as drug and substance abuse, corruption, traffic control, and illegal touting. These concerns have posed significant challenges to public safety and order in recent years.

During his tenure, outgoing Commissioner-General Matanga introduced several reforms, including the reduction of roadblocks and curbing the demand for spot fines, which were often linked to corruption. However, the proliferation of illegal transport operators, such as Mushikashika and unlicensed kombis, continues to create safety concerns due to reckless driving and overloading. Commissioner Matanga also played a critical role in maintaining public order during the 2023 general elections, a period marked by heightened tensions and attempts to incite unrest. His leadership during this time was widely acknowledged for stabilizing the nation and upholding the rule of law.

As the new Commissioner-General, Mutamba is expected to build on these successes while tackling ongoing challenges. His appointment has raised hopes for stronger community engagement, enhanced transparency, and improved accountability within the police force.
