Seven Years of Restorative Leadership: Reflecting on Operation Restore Legacy

Zimbabwe marks seven years since the historic Operation Restore Legacy (ORL), a moment that reshaped the nation’s political and economic trajectory.

In November 2017, the operation led by then Commander of the Zimbabwe Defence Forces (ZDF), now Vice President Constantino Chiwenga, successfully neutralized a criminal cabal that had surrounded the late former President Robert Gabriel Mugabe, ushering in the New Dispensation under President Emmerson Mnangagwa.

This milestone operation drew support from across the political spectrum—students, trade unions, War Veterans, churches, and even the international community—united in the pursuit of restoring order and progress in Zimbabwe.

From Stabilization to Growth

The New Dispensation faced the daunting task of steering a nation battered by economic turbulence. Through the Transitional Stabilisation Programme (TSP), the administration laid the foundation for sustainable economic recovery, which paved the way for the ambitious National Development Strategy 1 (NDS1) and NDS2. These policies have anchored Zimbabwe’s economic turnaround, positioning it as a competitive player in the global economy.

Under President Mnangagwa’s leadership, Zimbabwe’s return to the international fold was a key achievement. After years of isolation, the nation was welcomed back as a partner among the global community. This shift spurred foreign investment, particularly in the mining sector, where the once elusive goal of a USD12 billion economy is now a tangible reality.

Infrastructure Development Amid Challenges

The past seven years have also seen unprecedented infrastructure development, achieved through local resources despite enduring the weight of economic sanctions. Major milestones include:

Energy: The completion of Hwange Units 7 and 8, adding 600MW to the national grid and addressing power deficits exacerbated by low water levels at Lake Kariba.

Water Security: The Gwai-Shangani Project, a critical development dormant since 2012, was revitalized and is nearing completion.

Transport: The transformation of the Masvingo-Beitbridge-Harare-Chirundu highway, once a perilous route, is nearly complete, while ports of entry have been modernized to meet global standards.

A Legacy Worth Honoring

Operation Restore Legacy was a turning point not only for the nation but also for the individuals who risked everything to steer Zimbabwe toward a brighter future. Seven years on, their courage and vision remain an enduring inspiration.

As the nation reflects on this transformative period, there is growing sentiment that November 2017 should be commemorated as a public holiday—a fitting tribute to the gallant sons and daughters who facilitated Zimbabwe’s transition to the Second Republic.

With the foundation laid by the New Dispensation, Zimbabwe continues to build a legacy of resilience, growth, and unity, fulfilling the aspirations of its people and honoring the spirit of Operation Restore Legacy.
