
Harare, Zimbabwe – In a gathering of distinguished delegates, climate experts, and international partners, the Twenty-Nine Southern Africa Regional Climate Outlook Forum (SARCOF-29) commenced on Monday, August 26, 2024. Ms. Mapolao Rosemary Mokoena, Director of Infrastructure, delivered opening remarks on behalf of H.E. Mr. Elias Magosi, the SADC Executive Secretary.
The forum highlighted the pressing climate challenges facing the Southern Africa region, emphasizing the aftermath of the devastating El Niño event of 2023/2024. Widespread drought conditions persist, with delayed rains and extreme temperatures affecting agricultural productivity and exacerbating food insecurity.
Notable impacts were outlined, including a cholera resurgence, increased food insecurity affecting millions, and a series of disasters ranging from droughts to cyclones. The region witnessed national disaster declarations and significant infrastructure damage, prompting a Regional Appeal for Humanitarian Assistance totaling US$5.5 billion.
In response to these crises, the SADC Summit launched a Regional Appeal in May 2024, calling for coordinated efforts to assist over 61 million affected individuals. The appeal, developed with support from international humanitarian agencies, aims to address the needs of populations impacted by the climate-induced disasters.
Looking ahead to the upcoming rainfall season from October 2024 to March 2025, the SARCOF-29 participants are focused on generating a seasonal forecast to guide decision-making in critical sectors such as health, energy, water, and food security. The Climate Services and related Applications (ClimSA) project, supported by the European Union, plays a pivotal role in enhancing the region’s capacity to deliver tailored climate services.
The SARCOF-29 aims to build on previous progress by providing valuable insights for sectors to prepare for potential impacts and enhance resilience. Participants are urged to engage actively, share expertise, and collaborate to develop solutions that address the challenges facing the region.
