Harare – Parliament has been summoned by His Excellency, President ED Mnangagwa, to sit on Tuesday, 30 June 2026, to consider amendments to the Constitution of Zimbabwe Amendment (No. 3) Bill [H.B.1B, 2026] that were passed by the Senate, bringing the landmark legislation closer to finalisation.
The extraordinary sitting was called in terms of section 110 (2) (c) of the Constitution of Zimbabwe, which vests the President with executive authority to summon the National Assembly, the Senate, or Parliament as a whole for special business.

Book NowThe Bill, commonly referred to as CAB3, was passed by the upper house with recommended amendments. Parliament’s sitting on Tuesday will focus on deliberating and adopting those changes, a procedural step required before the Bill is finalized and operationalised.
Government officials said the summon underscores the urgency of concluding the constitutional amendment process so that the provisions of the Bill can take effect without further delay.
With both Houses now engaged on the amended text, the Bill is on the horizon of enactment. Once Parliament adopts the Senate’s recommendations, the legislation will proceed for assent and gazetting, after which its provisions will become law.
The move is expected to provide legal certainty and allow for the immediate implementation of the reforms set out in Amendment No. 3.
