HARARE — ZANU PF Secretary for War Veterans and Politburo member Douglas Mahiya has described Resolution Bill Number 3 as a historic and strategic milestone that reinforces Zimbabwe’s revolutionary foundations and consolidates national political stability.
Addressing party members at ZANU PF Headquarters, Cde Mahiya said the resolution must be understood within the broader ideological trajectory of ZANU PF, tracing its origins back to the party’s formation in 1963.
“From the very beginning, the formation of ZANU PF was about achieving total political independence,” said Cde Mahiya. “That independence was not abstract. It was anchored in the party as a political vehicle of the people, carrying the aspirations of liberation, sovereignty, and self-determination.”
He noted that Resolution Bill Number 3 reflects continuity rather than departure, arguing that the ruling party remains guided by the same revolutionary principles that underpinned the liberation struggle.
“We are still following the same revolutionary values. Resolution Bill Number 3 is not accidental. It is deliberate, active, and aligned with the people’s mandate,” he said.
Cde Mahiya further emphasised that ZANU PF’s dominance in Parliament provides the party with both the authority and responsibility to advance resolutions that reflect national interests.
“As ZANU PF, we are the majority party in this country, including in Parliament. That majority represents the will of the people, and with it comes the power to shape the national direction,” he stated.
He added that public confidence in the ruling party remains strong, citing what he described as widespread acknowledgement of the leadership style and governance approach of President Emmerson Mnangagwa.
“The people have spoken. They have recognised the leadership of the President, his decisiveness, and his commitment to national development and stability,” said Cde Mahiya.
The remarks situate Resolution Bill Number 3 not merely as a legislative instrument, but as part of a broader political and ideological framework through which ZANU PF continues to assert its historical role, parliamentary authority, and governing philosophy in post-independence Zimbabwe.
