Treasury Opens Boards to Experts to Tighten Accountability

The Government has taken a decisive step to strengthen public financial governance after the Ministry of Finance, Economic Development and Investment Promotion invited qualified professionals to apply for Non-Executive Board Memberships in Central Government institutions.
The move, under the leadership of President Dr Emmerson Dambudzo Mnangagwa, signals a clear policy shift towards tighter oversight, stronger accountability, and improved stewardship of public resources at a time when fiscal discipline remains a national priority.

By opening board positions to independent, highly qualified experts, Treasury is reinforcing internal control systems across government ministries and agencies. Non-Executive Board Members are expected to provide impartial oversight on governance, risk management, compliance, internal controls, and financial reporting, areas that have repeatedly featured in the Auditor-General’s findings over recent years.

The initiative also strengthens compliance with the Public Finance Management Act, which obliges public institutions to uphold transparency, accountability, and sound financial management.

Embedding independent oversight at board level is expected to reduce exposure to mismanagement, curb corruption risks, and improve decision-making across government.
While widely welcomed, the reform places pressure on authorities to move swiftly from invitation to appointment. Timely selection and capacitation of board members will be critical to translating policy intent into measurable improvements in financial governance and service delivery.

Beyond institutional reform, the call represents an opportunity for professionals to directly contribute to national development. Treasury’s invitation opens the door for experienced Zimbabweans to play an active role in shaping a more accountable public sector, grounded in professionalism and ethical leadership.
