The Extraordinary Summit of the Southern African Development Community (SADC) Heads of State and Government, held virtually on December 17, 2025, has called for a swift resolution to Madagascar’s political stalemate. The Summit received a report on the Technical Fact-Finding Mission to Madagascar, which assessed the country’s political and security situation.
The Summit welcomed the restoration of calm in Madagascar and noted the national consultation processes launched by the Transitional Government on December 10, 2025. It reaffirmed SADC’s commitment to remain engaged until an elected government is established through electoral processes.

Book NowThe Summit urged the Transitional Government of Madagascar to initiate an inclusive national dialogue, paving the way for fresh elections and the peaceful return of political exiles. It also approved the deployment of the SADC Panel of Elders, led by Dr. Joyce Banda, to facilitate dialogue and support the restoration of stability, democracy, and peace in Madagascar.

- Madagascar to submit a dialogue readiness report and draft National Roadmap by February 28, 2026
- SADC to coordinate with the African Union and international partners for resource mobilization
- The Republic of Zambia was appointed Interim Incoming Chairperson of SADC
