GOVERNMENT’S LAND BARONS CRACKDOWN REINFORCES RULE OF LAW IN NATIONAL DEVELOPMENT

HARARE – Government has escalated its campaign against land barons and illegal land transactions, declaring an end to decades of unlawful land allocations as it moves to restore confidence in land administration, protect citizens from fraud and create a foundation for orderly urban and rural development.

In a statement issued on Tuesday, Minister of Local Government and Public Works, Honourable Daniel Garwe, announced sweeping enforcement measures targeting land barons, illegal land dealers, headmen and village heads implicated in the unlawful occupation, subdivision and sale of State, local authority and communal land.

The operation represents more than a law enforcement exercise. It signals Government’s determination to restore the rule of law as a prerequisite for sustainable development. Without an orderly land administration system, national development plans, infrastructure investments and housing programmes become vulnerable to disorder, speculation and unplanned expansion.

For years, illegal land allocations have distorted urban growth, resulting in settlements without roads, water supply, sewer infrastructure, schools, health facilities and other essential public services. Such developments have increased the cost of service delivery while undermining long-term spatial planning.

Minister Garwe said Government would no longer tolerate criminal networks that exploit desperate home seekers for personal gain.

“The era of lawlessness is over. The abuse of public land, fraudulent land sales and illegal settlements will no longer be tolerated. The Ministry will not condone the abuse of public office or the exploitation of citizens by criminal syndicates operating under the guise of land development,” he said.

The crackdown also reflects a shift towards institutional accountability. By extending enforcement to anyone involved in illegal land transactions, regardless of office or influence, Government is reinforcing the principle that public resources must be managed transparently and within the confines of the law.

The Minister said President Dr. Emmerson Dambudzo Mnangagwa has directed that corruption and criminality in land administration be decisively addressed, with enforcement agencies acting impartially against all offenders.

Equally significant is Government’s decision to involve multiple institutions, including law enforcement agencies, local authorities and the Chiefs Council of Zimbabwe. This integrated approach recognises that illegal land allocation is not merely a planning issue but a governance challenge requiring coordinated institutional action.

The warning issued to traditional leaders also reaffirms the constitutional responsibility entrusted to them in safeguarding communal land. Protecting communal land from illegal commercialisation is essential for preserving community livelihoods, supporting agricultural productivity and maintaining orderly rural development.

Government’s appeal to prospective land buyers to verify ownership and planning approvals further seeks to reduce demand for illegally allocated land while protecting citizens from financial loss. Public awareness is expected to complement enforcement by disrupting the business model that has sustained illegal land markets.

As Zimbabwe advances the National Development Strategy 2 and Vision 2030, orderly land governance is emerging as a strategic pillar of economic transformation. Transparent land administration supports infrastructure development, attracts investment, strengthens environmental management and enables local authorities to plan sustainable settlements capable of meeting future population growth. The intensified crackdown therefore reflects Government’s commitment to ensuring that land serves as a national development asset rather than a source of disorder and criminal enterprise.
