CAB3 Bill Advances to Final Parliamentary Stage Following Committee Approval of Amendments

HARARE – The House has adjourned to Thursday, 18 June 2026, for the next critical stage in the legislative process, where Members of Parliament will consider amendments approved during the Committee of the Whole House stage.

During the Committee Stage, legislators conduct a detailed clause-by-clause examination of a Bill, proposing, debating and approving amendments where necessary. The amendments agreed to during this stage are not immediately incorporated into the Bill until they are formally reported back to and adopted by the House.

When the House reconvenes, Members will consider the Committee’s report and formally adopt the approved amendments. This step confirms the House’s agreement with the changes made during the detailed scrutiny process.

Following the adoption of the amendments, the Bill will proceed to the Third Reading, which is the final stage of consideration in the House. At this stage, debate is generally limited to the final form of the Bill, after which Members vote on whether it should be passed.

If approved during the Third Reading, the Bill will have successfully completed its passage through the House and will proceed to the next stage of the legislative process as prescribed by Parliament.

The progression from Committee Stage to Third Reading represents one of the most important phases of law-making, ensuring that proposed legislation undergoes thorough scrutiny before receiving final approval.
