
Harare – Zimbabwe’s drive toward a digitally empowered economy has gained significant momentum following the inauguration of the National Information Access Centre (NIAC) at the Zimbabwe Open University, a development that positions the country’s National Artificial Intelligence Strategy (2026–2030) on a more practical and implementation-driven trajectory.
The establishment of the NIAC reflects a deliberate shift under the Heritage-Based Education 5.0 model, where digital transformation is no longer confined to theoretical learning, but is increasingly being embedded into functional systems that directly impact national development. This approach aligns with the broader vision articulated by His Excellency the President of the Republic of Zimbabwe, Emmerson Dambudzo Mnangagwa, to modernise the economy through innovation, technology and skills development.
At its core, the NIAC represents an expansion of access, targeting one of the most critical gaps in digital transformation, inclusivity. By integrating assistive technologies, the centre ensures that students with visual, auditory and physical impairments are not excluded from the digital economy. This positions access to information as a right rather than a privilege, reinforcing the national principle of leaving no one and no place behind.
The strategic placement of the facility within the Zimbabwe Open University is equally significant. As an institution built on open and distance learning, ZOU extends the reach of advanced digital infrastructure beyond traditional academic spaces, allowing students across geographic and socio-economic divides to engage with data-driven tools and research platforms. This effectively decentralises knowledge and strengthens the country’s human capital base.
Beyond access, the NIAC serves as a critical enabler of the pillars underpinning the National Artificial Intelligence Strategy. It provides the infrastructure necessary for data processing and connectivity, while simultaneously acting as a training ground for students to develop competencies in data science, machine learning and applied digital systems. This transition from basic ICT literacy to advanced digital capability marks a fundamental shift in how Zimbabwe is preparing its workforce for the future.
