
The Government of Zimbabwe has reaffirmed its commitment to advancing youth empowerment through legislation, with the much-awaited Youth Bill now nearing completion. Youth Empowerment, Development and Vocational Training Minister Honourable Tino Machakaire this week confirmed to Parliament that the amended draft of the bill will be submitted to his ministry before the end of July.
Speaking before the Parliamentary Portfolio Committee on Youth Empowerment, Development and Vocational Training at the Parliament Building in Mt Hampden, Minister Machakaire said the Youth Bill remains one of the ministry’s top priorities, signalling a key milestone in the drive to institutionalise youth participation in national development.
“The Youth Bill remains one of the ministry’s key priority areas as we move towards ensuring there is a law that supports the implementation of various developmental projects,” he said. “We are on track, and the amended draft will be sent back to us by the end of the month.”
Minister Machakaire also addressed concerns raised by the committee regarding the functionality of the Junior Parliament, emphasising the need to empower young leaders meaningfully. “We have to work together to ensure that the Junior Parliamentarians exercise their duties. We must harness their knowledge, train them well, and utilise their insights in shaping decisions. It is our duty to nurture them,” he said.
Chairperson of the Portfolio Committee Honourable Mutsawashe Ziyambi welcomed the update, expressing optimism that the bill will soon be tabled for debate in Parliament. “The Youth Bill has been in the pipeline for some time now, and it will give young people the legal framework and institutional backing to be truly empowered. Through this bill, implementation of all youth-centred programmes will become more effective,” she said.
The anticipated legislation was also highlighted by President Mnangagwa during his recent State of the Nation Address, reflecting its significance in the broader national agenda. Once enacted, the Youth Bill is expected to play a pivotal role in promoting youth development, participation, and leadership across economic, social and political spheres.
