
President Emmerson Mnangagwa has officially launched the Presidential Youth Empowerment Scheme under the theme “Fuel Youth: Ignite the Future” at the Harare International Conference Centre (HICC). The initiative underscores the government’s commitment to youth development and economic empowerment, aligning with Zimbabwe’s Vision 2030.

Addressing attendees, the President emphasized that the scheme was shaped by engagements with young people across the country. He reaffirmed that his administration is a listening government, committed to inclusive development where no one is left behind. The scheme seeks to empower youth from all corners of the country, including Plumtree, Mutare, Chirundu, and Beitbridge, positioning them as key drivers of national progress.
In his speech, President Mnangagwa acknowledged the significant role of the youth in Zimbabwe’s social, economic, and political landscape. He highlighted the constitutional mandate of the ZANU-PF Youth League to mobilize and empower young people, aligning with national policies on skills development and self-reliance. The initiative complements existing government efforts, such as the establishment of youth desks in ministries and the promotion of youth participation in various economic sectors.

As part of the scheme, the President announced the launch of a US$2 million Presidential Youth Empowerment Revolving Fund to support youth-led income-generating projects. Additionally, he unveiled a US$5 million Presidential Youth Mining Equipment Scheme aimed at assisting young artisanal miners. The funds will be administered through the Youth Empower Bank, with strict guidelines to ensure transparency, accountability, and sustainability. The President stressed that these resources should not be seen as handouts but as loans meant to benefit multiple generations of young entrepreneurs.
To further support youth in agriculture, US$10 million from the government’s US$50 million irrigation development facility will be reserved for young farmers, enhancing agricultural productivity and climate-proof farming initiatives. The Youth League will play a key role in monitoring these programs, ensuring their effectiveness and sustainability through technology-driven solutions.
President Mnangagwa acknowledged the role of private-sector partners in mobilizing resources for youth empowerment. He urged business leaders, entrepreneurs, and citizens to support the initiative through mentoring and capacity-building programs. Reaffirming his administration’s commitment to delivering tangible results, he noted that young people have been appointed to key governance positions and that initiatives such as piggery, heifer, and poultry schemes are already benefiting youth. Land distribution for both agricultural and residential purposes is also ongoing.
The President called for discipline, integrity, and unity among young people, emphasizing that sustainable empowerment requires focus and ethical conduct. He urged Zimbabwean youth to embrace innovation, technology, and regional business opportunities through platforms like SADC Vision 2050 and AU Agenda 2063. Highlighting the importance of environmental responsibility, he encouraged youth participation in national cleanup campaigns and community development projects.

In conclusion, President Mnangagwa assured young people that his government remains committed to grassroots-based empowerment programs. He declared the Presidential Youth Empowerment Scheme officially launched, reaffirming that Vision 2030 is becoming a reality.
