Urban Connect Holdings’ License Suspended After Fatal Accident Due to Safety Violations

The tragic bus accident on February 13, 2025, that claimed 25 lives and left numerous passengers severely injured has brought to light the serious safety violations committed by Urban Connect Holdings (Pvt) Ltd.

The Ministry of Transport and Infrastructural Development, under the leadership of Hon. F.T. Mhona, has taken swift and decisive action, suspending the company’s operating license for all of its omnibuses for a period of six months. This move follows a comprehensive investigation that revealed disturbing lapses in the company’s adherence to crucial road safety regulations.

The fatal crash, which occurred at the 263 km peg along the Masvingo-Beitbridge Road, was a horrific reminder of the dangers of unsafe transportation practices. The investigation revealed that the bus involved in the crash, registered as AGL2474, was not compliant with critical national regulations. Notably, the vehicle lacked a valid Passenger Insurance Policy, which is mandated under Section 38(b)(1) of the Road Traffic Act. This failure to secure insurance coverage placed passengers at greater risk in the event of an accident. Additionally, the vehicle did not hold a valid Route Permit, as required under the Road Motor Transportation Act, which further raised questions about the company’s operational practices.

Even more concerning was the discovery that the driver of the bus was not in compliance with the Re-Test requirement, a regulation intended to ensure the competence of drivers on the road. Under Section 5 of Statutory Instrument 168 of 2006, all drivers are required to undergo periodic re-testing to maintain their licenses. This oversight further highlights the negligence displayed by Urban Connect Holdings in maintaining the safety of their passengers.

These violations are not just technical oversights—they reflect a broader disregard for passenger safety and road traffic laws. By failing to adhere to safety and operational standards, Urban Connect Holdings created an environment where negligence could thrive, ultimately leading to a preventable tragedy. This type of conduct undermines the integrity of Zimbabwe’s transport system, which relies on strict regulations to protect citizens from harm.

Minister Mhona’s decision to suspend the company’s license for six months underscores the government’s commitment to enforcing road safety laws. The suspension, while severe, is a necessary step to hold the company accountable and ensure that such violations are not repeated. It also serves as a stern warning to other transport operators that the Ministry will not tolerate breaches of the law and will take immediate and decisive action to protect the public.

In addition to the immediate suspension, the Ministry has vowed to intensify enforcement of road traffic regulations across the country. This is particularly important as Zimbabwe continues to grapple with an increasing number of road fatalities, which have reached alarming levels in recent years. Minister Mhona’s remarks reflect the government’s urgency in addressing these issues and ensuring that transport operators comply with the law.

The Minister also expressed his deepest condolences to the families of the victims, acknowledging the irreplaceable loss of lives, many of whom were primary breadwinners for their families. As the investigation into the crash continues, the Ministry has promised to leave no stone unturned, ensuring that all responsible parties are held accountable.

Looking ahead, the Ministry plans to use this incident as a catalyst for broader reforms in the road transport sector. In his statement, Minister Mhona stressed the importance of stringent enforcement, warning transport operators, associations, and motorists alike that violations of road traffic laws will not be tolerated. The Ministry is determined to take all necessary steps to reduce road carnage and protect the safety of all road users in Zimbabwe.

As the National Youth Day long weekend approaches, the Ministry has urged all transport operators to comply fully with traffic laws, as stricter measures will be taken against those found violating road safety protocols.

This incident should serve as a sobering reminder of the consequences of negligence and the vital importance of safety in every aspect of road transport.
