Government Moves to Improve Transparency

On July 10, 2024, the Government took a significant step towards enhancing transparency and accountability in service delivery by launching the Zimbabwe Inter-Governmental Fiscal Transfers System (IGFTS) Administrative Manual. This initiative aims to streamline the management and processing of devolution funds, ensuring they are utilized in a responsible manner.

Since its inception, the Second Republic, led by President Mnangagwa, has prioritized devolution as a key aspect of national development. Mandated by the Constitution, at least 5 percent of national revenues raised annually are allocated to provinces and local authorities. This allocation supports developmental programs aligned with the National Development Strategy 1 (NDS1) and fosters economic growth and community development.

The devolution program underscores the government’s commitment to decentralize power and resources, ensuring that every community benefits equitably. This approach resonates with President Mnangagwa’s philosophy of “Nyika Inovakwa NeVene Vayo” (The country is developed by its inhabitants), emphasizing community-based and people-centered governance.

By transferring powers and resources to lower tiers of government, the Second Republic aims to leave no community behind. This decentralization creates opportunities for local communities to actively participate in decision-making processes that directly impact their lives, including education, healthcare, infrastructure development, and social services.

The launch of the IGFTS Administrative Manual is pivotal in providing technical guidance to local authorities and central government entities responsible for managing fiscal grants. It ensures that funds are disbursed efficiently and used effectively, promoting transparency and accountability in public financial management. This initiative is expected to facilitate timely resource allocation and enhance infrastructure development and service delivery across Zimbabwe.

In summary, the Government’s commitment to improving transparency through the IGFTS Administrative Manual reinforces its dedication to inclusive and sustainable development, empowering local communities and advancing the nation’s socio-economic progress.
