
Speaker of Parliament Hon Advocate J.F.N. Mudenda, attending the 55th Plenary Assembly of the Southern African Development Community – Parliamentary Forum (SADC-PF) in Luanda, Angola, participated in the launch of the SADC PF Strategic Plan (2024-2028). The new plan focuses on capacity-building for National Parliaments, emphasizing emerging themes like Gender, Sexual and Reproductive Health Rights (SRHR), Climate Action, Leadership on normative frameworks, and fiscal governance.
The SADC PF Strategic Plan (2024-2028) aims to strengthen Parliamentary Diplomacy and Democracy, enhancing the legislative capabilities of Member Parliaments. Key objectives include promoting good governance, socio-economic development, gender equality, youth empowerment, and regional integration. The strategic plan outlines the enhancement of parliamentary democracy by strengthening the legislative, oversight, and representative role of Member Parliaments for greater effectiveness, transparency, and accountability. It also aims to promote good governance through adopting best practices in governance, combating corruption, and fostering integrity and accountability. Additionally, it supports socio-economic development by promoting legislation that encourages sustainable development, economic growth, and social welfare within the SADC region. The plan advocates for policies that promote gender equality, women and youth empowerment, and active participation in governance and development, and seeks to harmonize laws and policies to enhance regional cooperation and integration within the SADC region.

Ms. Boemo Sekgoma, SADC PF Secretary General, presented the Strategic Plan’s roadmap, followed by a ribbon-cutting ceremony by SADC PF President Hon. Roger Mancienne. A press conference followed, with key speakers including Hon. Roger Mancienne, Hon. Carolina Cerqueira, Prof. Peter Hitjitevi Katjavivi (Speaker of the Parliament of Namibia), Hon. Advocate Jacob Francis Nzwidamilimo Mudenda (Speaker of the Parliament of Zimbabwe), and Hon. Princess Kasune (Minister of Justice and MP from Zambia). They discussed the strategic plan’s key features and potential impact on the region.
Speaker Mudenda emphasized the plan’s importance, urging Member Parliaments to integrate its objectives into actionable programs. He highlighted the need for budgetary support and regular evaluation to ensure successful implementation. During the press conference, Speaker Mudenda addressed regional peace and security, stressing the need for multilateral organizations to work towards global peace, particularly within SADC. He highlighted measures to address insecurity in Northern Mozambique and Eastern DRC, and called for leveraging parliamentary diplomacy to resolve conflicts in Sudan, the Middle East, and Eastern Europe.
The 55th Plenary Assembly Session will be officially opened by SADC PF President Hon. Roger Mancienne on 2 July 2024. Speaker Mudenda’s delegation includes Honourable Members Chief Chinhenzva Chigwajara, Maybe Mbowa, Tendai Nyabani, and Lynette Karenyi Kore.
