
On June 26, 2024, Zimbabwe officially launched its Multi-Sectoral Drug and Substance Abuse Plan for 2024-2030 in Harare. The initiative, unveiled by President Dr. E. D. Mnangagwa, coincided with the United Nations International Day Against Drug Abuse and Illicit Trafficking. This comprehensive plan aims to tackle the significant public health, socio-economic, and national security challenges posed by drug and substance abuse, with the overarching goal of creating a healthy and secure nation free from illicit drugs and substances.
Recognizing the urgent need for a unified approach, the government has established an Inter-Ministerial Committee, a National Committee, and a dedicated fund to support the implementation of the plan. Drawing lessons from the successful management of the COVID-19 pandemic, this strategy emphasizes multi-sectoral collaboration and collective action. The plan is built around seven critical pillars: supply reduction, demand reduction, harm reduction, treatment and rehabilitation, psychosocial support and community reintegration, policy and legal enforcement, and media and communication.

This agency will also ensure that Zimbabwe’s efforts are consistent with regional and international frameworks.
The plan addresses the far-reaching consequences of drug abuse, including poor health outcomes, social and economic problems, and the erosion of the social fabric. It highlights the need for targeted interventions to improve the health and security of Zimbabweans. Emphasizing the role of community and family support, the plan calls for parents and families to actively engage in the upbringing of children to prevent drug abuse and other social ills.
Youth engagement is also a key focus, with young people encouraged to take leadership and responsibility in the fight against drug and substance abuse. The plan underscores the importance of youth involvement in creating a drug-free society.
In addition to community efforts, the plan strengthens law enforcement measures. Security agencies will remain vigilant in preventing the distribution of drugs and illicit substances, with communities urged to cooperate with law enforcement by providing intelligence on drug distributors.
The launch of the plan was marked by appreciation for the collaborative efforts of various stakeholders, including the United Nations Children’s Fund (UNICEF) and the National Drug and Substance Abuse Committee. The government expressed its commitment to continuously improving strategies and embracing cutting-edge technologies to combat drug abuse.
President Mnangagwa highlighted the significance of preserving Zimbabwe’s cultural values and identity while striving for a prosperous and empowered society.
