The Zimbabwe Cabinet received and approved the National Social Contract (2026-2030) made by Government, Organised Business and Organised Labour, which was presented by the Minister of Local Government and Public Works on behalf of the Chairman of the Cabinet Committee on Social Development, Vice President Hon. Dr. K.C.D. Mohadi.
The Social Contract represents an agreement between Government, Business and Labour concerning their rights and obligations towards each other and how they should work together in pursuit of common national goals. In line with the National Development Strategy 2 (2026-2030), the Tripartite Negotiating Forum was mandated to strengthen social cohesion anchored on trust, dialogue and shared national values, fostering mutual accountability and collective action towards inclusive and sustainable development. The model draws from best practices in countries such as Singapore, Tunisia and Sweden, which are known for transforming their economies through social contracts.
The Agreement brings together Government led by the Minister of Finance, Economic Development and Investment Promotion; seven business organizations led by the Employers Confederation of Zimbabwe (EMCOZ); and three Labour Federations and Confederations, namely the Zimbabwe Congress of Trade Unions (ZCTU), the Zimbabwe Federation of Trade Unions (ZFTU) and the Zimbabwe Confederation of Public Sector Trade Unions (ZCPTSU).
Focusing on three interconnected pillars – Economic, Labour and Social – the Contract provides a comprehensive roadmap for addressing key national challenges and promoting inclusive and sustainable development. The approval signals Government’s commitment to ensuring harmony, stability and shared prosperity through sustained dialogue between Government, Business and Labour in pursuit of inclusive and sustainable development under NDS2.
