In a dynamic meeting with the Ministers of State for Provincial Affairs and Devolution, President Dr. ED Mnangagwa emphasized the need for bold leadership and collective responsibility in driving the nation toward its Vision 2030 goals.
Held on the 5th of February 2025 at State House, the meeting served as a platform for reflection on the achievements and challenges since the 2023 Harmonised General Elections, underlining the importance of the Devolution and Decentralisation Policy in Zimbabwe’s development agenda.

He highlighted the ongoing efforts to uplift citizens’ living standards through improvements in food security, healthcare, education, and infrastructure. Despite these strides, the President urged the ministers to continue their hard work in transforming the lives of Zimbabweans and achieving shared prosperity.
The President stressed that the Devolution Policy is central to achieving national unity, social cohesion, and sustainable economic development. He reminded the ministers of their responsibility to demonstrate leadership, integrity, and humility at the provincial level to unite communities and create environments conducive to prosperity.
“Increased momentum is essential to achieve our national aspirations. We need leaders who are bold, focused, hardworking, and ready to make personal sacrifices for unprecedented results,” said President Mnangagwa.
The meeting also addressed the need for effective coordination among government ministries and agencies to ensure impactful outcomes at the provincial level. President Mnangagwa emphasized the importance of timely reporting from the provinces, which he noted had been lacking in some areas, leading to gaps in the coordination of government programs.
Turning to the resources of Zimbabwe’s provinces, the President called on the ministers to protect and harness these resources, such as minerals, land, and water, to create life-changing investment opportunities. He also acknowledged the impact of the El Niño-induced drought in 2024, urging swift action to provide assistance to affected communities.
The President reiterated that the success of Vision 2030 hinges on the involvement of all sectors of society, including the private sector and civil society organizations. However, he cautioned against any efforts to undermine progress through clandestine activities.
Concluding his address, President Mnangagwa reaffirmed the leadership of the ruling party, ZANU PF, and its commitment to the people of Zimbabwe. He encouraged the ministers to work closely with traditional leaders and local communities to ensure the successful implementation of government programs.
With this clear and focused leadership from the highest office, Zimbabwe is poised to make significant progress towards becoming an upper-middle-income economy by 2030, creating a future of prosperity for all.
