1.5 Million Homeowners to Receive Title Deeds as New Digital System Launches

The Ministry of Legal and Parliamentary Affairs is set to launch a digital land administration system in November as part of the Presidential Title Deeds Programme. Built on blockchain technology, the system will process 1,000 title deeds daily, enhancing security and expediting the issuance process. This development follows the successful issuance of 1,000 title deeds in Epworth and marks a major milestone in the programme’s rollout. Over 1.5 million homeowners across Zimbabwe are expected to benefit from this initiative, with future title deed distributions planned, including 55,000 in Chitungwiza, 9,000 in Southlea Park, and 21,000 for government-enabled housing schemes nationwide.

The Presidential Title Deeds Programme is a transformative initiative aimed at addressing the longstanding issue of informal settlements and lack of property rights. By providing formal title deeds, the programme empowers homeowners to access credit facilities, invest in their properties, and contribute to the formal economy. This is expected to stimulate economic growth, improve living standards, and reduce poverty across the country.

In addition to economic benefits, the programme promotes security of tenure, protecting homeowners from the risk of eviction or displacement. The social impact is equally significant, as the provision of title deeds brings dignity, pride, and stability to communities that have long been denied formal recognition of their properties. It also plays a crucial role in regularizing informal settlements and improving urban planning, paving the way for essential services like water, sanitation, and electricity.

Ultimately, the Presidential Title Deeds Programme is a critical step towards Zimbabwe’s economic and social transformation. By unlocking property rights and empowering citizens, it fosters social justice and economic potential, positioning the nation for a brighter and more secure future.
