His remarks were echoed by a broad coalition of stakeholders, including war veterans, apostolic sect, and persons with disabilities, all aligning their support with the national development trajectory.

Special Adviser to the President on Investment and Empowerment and Central Committee Member, Dr Paul Tungwarara, added significant depth to the proceedings through a detailed address that brought clarity, reassurance and renewed direction to the empowerment discourse. He expressed appreciation to attendees and dignitaries for their presence, noting that such collective participation enhances national programmes and demonstrates full-spectrum support for government initiatives.
Dr Tungwarara placed strong emphasis on the auditing of empowerment funds, outlining a deliberate shift towards transparency, traceability and accountability. He addressed prevailing speculation suggesting that empowerment programmes had been halted, firmly clarifying that the initiatives had not been stopped but were being restructured through proper channels to ensure fairness, credibility and measurable impact. This recalibration, he explained, is intended to eliminate inefficiencies and guarantee that resources reach genuine beneficiaries.
He further positioned CAB3 as a progressive and forward-driven policy framework aligned with national development goals, reinforcing its role in strengthening governance systems that support economic growth and inclusive participation.
In a practical demonstration of empowerment in action, the Special Adviser highlighted ongoing efforts to establish sustainable business opportunities for war veterans, including the provision of borehole drilling rigs. This initiative, overseen by President Mnangagwa and received by ZANU PF Secretary for War Veterans, Douglas Mahiya, is designed to transition beneficiaries into viable economic actors within key sectors such as water development and infrastructure.
The rally also acknowledged contributions from key figures within the ruling party and business community, including Sakunda Holdings Chief Executive Officer and ZANU PF Central Committee Member, Kudakwashe Tagwirei; Member of Parliament for Mabvuku-Tafara Constituency and Youth Empowerment Advocate, Scott Sakupwanya; and Businessman and Philanthropist, Wicknell Chivhayo, who were recognised for their roles in advancing empowerment and economic participation.
