ZIMRA Sets National Precedent as Zimbabwe Launches Gender Equality Seal for Public Institutions

Zimbabwe has taken a bold step toward institutionalising gender equality across the public sector with the official launch of the United Nations Development Programme (UNDP) Gender Equality Seal. The milestone programme, aimed at aligning public institutions with global gender standards, was inaugurated with the Zimbabwe Revenue Authority (ZIMRA) leading the way as the first organisation to adopt the certification framework.

The Gender Equality Seal is a flagship programme developed by the UNDP to integrate gender-focused policies and practices in public institutions. Through a rigorous 24-month journey, institutions are expected to transform their organisational cultures, policy frameworks, and operational systems to align with Sustainable Development Goal (SDG) 5, which champions gender equality and the empowerment of all women and girls.

Speaking at the launch, UNDP Regional Service Centre for Africa gender team leader, Mrs Cleopatra Hurungo, underscored the strategic relevance of the initiative, noting Zimbabwe’s growing regional influence on gender reforms. “Zimbabwe is one of the pioneer countries in Southern Africa implementing this seal. Other nations such as Uganda, Rwanda, and Ghana have already seen success through this initiative. Our focus with ZIMRA is to help them embed gender into their processes and policies, while ensuring that their mandate of tax revenue collection is administered through a gender-inclusive lens,” she said.

The programme does not only focus on institutional operations but aims to extend its impact to national development by supporting small and medium enterprises (SMEs), which are often overlooked yet vital to economic progress. ZIMRA Acting Commissioner General, Mrs Constance Shumbayawonda, noted that training of trainers is already underway, with the goal of equipping staff across the country to train others in gender sensitivity and fiscal compliance. “We are supporting the SMEs by reducing compliance costs. Our aim is to ensure that they can focus on paying tax without being overwhelmed by bureaucratic procedures. UNDP is helping us bridge this knowledge gap across the tax divide,” she said.

The endorsement of the Gender Equality Seal by the Government of Zimbabwe further illustrates the country’s commitment to creating inclusive public services. Minister of Women Affairs, Community, Small and Medium Enterprises Development, Senator Monica Mutsvangwa, commended ZIMRA for pioneering the initiative, adding that gender equality must transcend ministerial mandates and become a national ethos. “This initiative sends a powerful message. Gender equality is not just the responsibility of my Ministry. It is a national priority. I urge other institutions such as the Reserve Bank of Zimbabwe, the Office of the Auditor General, and the Ministry of Finance to embrace the seal. SMEs are critical drivers of our economy and must operate in an environment where equality is guaranteed,” said the Minister.

The Government’s commitment to gender parity is anchored in a robust legislative and constitutional framework. Section 17 of the Constitution of Zimbabwe mandates gender balance in all spheres, while Section 52 affirms the right to equal treatment, opportunity, and participation in social, cultural, economic, and political life.

As Zimbabwe positions itself among Africa’s leading gender-progressive nations, the launch of the Gender Equality Seal marks a transformative moment. It reflects a shift from policy rhetoric to practical implementation, with ZIMRA setting the precedent for what gender-responsive governance can look like. Through this collaboration, the Government and its partners are not only enhancing the capacity of institutions but also fostering an inclusive economy where gender equity becomes the norm rather than the exception.
