
The Zimbabwean Cabinet has approved the Climate Change Management Bill, 2025, marking a significant milestone in the country’s commitment to environmental protection and sustainable development. The Bill was presented by the Minister of Justice, Legal and Parliamentary Affairs in his capacity as Chairman of the Cabinet Committee on Legislation.
The legislation seeks to align Zimbabwe’s legal framework with Section 73 of the Constitution, which guarantees the right to a clean, safe, and healthy environment for present and future generations. It establishes a coordinated, multi-sectoral approach to tackling climate change, and will regulate greenhouse gas emissions, promote low-carbon development, and support carbon trading mechanisms.
Key provisions of the Bill include the establishment of a Designated National Authority to oversee carbon trading, and a National Climate Fund to finance adaptation and mitigation efforts. It also aims to mainstream climate change considerations across all sectors of the economy, ensuring that environmental sustainability becomes a core component of national development.
By closing existing legal gaps and providing a comprehensive framework, the Climate Change Management Bill is expected to enhance Zimbabwe’s resilience to the impacts of climate change while also opening avenues for green investment and international support.
Government officials emphasised that the Bill demonstrates Zimbabwe’s resolve to meet global climate obligations and implement strategies that balance environmental integrity with economic progress.
