
His Excellency President ED Mnangagwa presided over the 2025 Performance Contracts Signing and Awards Ceremony held at State House in Harare this Monday where the Minister of Transport and Infrastructure development, Honourable Felix Tapiwa Mhona was crowned the best Cabinet Minister for the year 2024.
Minister Mhona’s crowning moment is a well deserved recognition after his ministry’s performance during the past year where Zimbabwe successfully hosted the Southern Africa Development Community (SADC) Summit of Heads of State of Government. Infrastructure projects around the country and the SADC venue, the New Parliament Building in Mt Hampden were completed in record time. Rehabilitation of the Beitbridge-Harare-Chirundu highway is currently underway with significant progress made in ensuring the road meets international standards.
A number of initiatives and interventions have been implemented by the ministry chief among them the introduction of smart traffic management systems to reduce congestion in urban centres and strengthened public-private partnerships to enhance infrastructure funding in the country. In order to curb accidents the ministry has introduced compulsory speed limiting devices on all public service vehicles. The device limits the vehicle’s speed to 100 km per hour or less.
Road rehabilitation across the country was undertaken under the ministry’s direction.
The Minister of Energy and Power Development Honourable J. G. Moyo signs his performance contract
Last year’s winner, the Minister of Lands, Agriculture , Water , Fisheries and Rural Development Honourable Anxious Jongwe Masuka was the 1st Runner up while the Minister of Energy and Power Development came third. . The award came based on his performance as the Minister of Labour and Social Welfare where the ministry mitigated the effects of El Niño and ensured nobody died of hunger.
It was revealed that twenty five Cabinet Ministers were evaluated. All the ministers did not exceed the targets. However nineteen met the set targets while 7 were below the target but within variance.
Twenty Six Permanent Secretaries were evaluated with none exceeding the set targets. Fifteen met the targets eleven failing to meet the targets. Of the ten Provincial Ministers five met set targets while the other five were below set targets but within variance.
The Government of Zimbabwe introduced Performance based contracts in 2021 for Cabinet Ministers, Permanent Secretaries, Chief Executive Officers of Parastatals, Local Authorities, Vice Chancellors of State Universities, and other Senior Government officials. The Ministers and Ministers of State for Provincial Affairs and Devolution signed their performance contracts before President ED Mnangagwa. For the first time, Deputy Ministers, Commissioners and Deputy Chief Secretaries also signed performance contracts.
