The Presidential Heifer Pass-On Scheme is gaining praise in Masvingo Province for empowering young people and promoting sustainable agricultural practices.
A total of 28 youths, selected from all districts in the province, are the latest beneficiaries of the initiative, which aims to strengthen livelihoods and contribute to the country’s agricultural growth.

“I am happy with this empowerment programme from our President. It allows us, as youths, to fend for ourselves regardless of gender,” said one beneficiary.
Another noted the scheme’s alignment with Zimbabwe’s agro-based economy, adding,
“Through such projects, we are happy to contribute to national economic growth.”
Beyond boosting livestock farming, the initiative is seen as a solution to youth unemployment and drug abuse.
“This breed of cattle will transform the livestock sector in our areas and keep young people engaged in productive activities,” said another recipient.
ZANU PF Youth League National Deputy Secretary for Finance, Cde Calvin Chauke, emphasized the scheme’s sustainability, noting that recipients must pass on calves to other youths to ensure long-term benefits.
“This initiative will transform our lives. Those who have received heifers should pass on calves to others, allowing more youths to benefit,” he said.
During the official handover at Section 12 in Triangle, Masvingo Province’s Director for Economic Affairs and Investments, Mr. Clever Chingwara, warned that any beneficiary attempting to sell the heifers would face prosecution.
“The province is prioritizing youth empowerment this year. This project must be taken seriously. We will monitor it closely to prevent misuse, as selling these heifers will not be tolerated,” he stated.
The Second Republic has been implementing various empowerment initiatives for youths and women, reinforcing its commitment to inclusive development and economic growth.
