
The Government’s devolution program is gaining traction, aiming to enhance the full participation of communities in the national development agenda. Initiated in 2013 through Constitutional Amendment Number 20, the devolution program saw full implementation with the advent of the Second Republic.
The most recent success of this program is the procurement of a heavy-duty motorized grader by the Insiza Rural District Council (IRDC), using devolution funds. This grader will significantly aid in the maintenance of roads, improving accessibility in previously hard-to-reach areas.
President Mnangagwa’s philosophy of “leaving no one and no place behind” has resonated strongly with both rural and urban populations. This approach has become synonymous with his leadership, marked by consistent news of infrastructural development and community participation.
Devolution funds have not only targeted infrastructure but also the education and health sectors. For example, in 2021, Gokwe district received ZWL 294 million to embark on infrastructural development, health transformation, and educational programs, transforming the remote town significantly.
Several local authorities across the country have benefited from devolution funds, leading to substantial improvements in the education and health sectors. Numerous classroom blocks and clinics have been constructed under this program. The Second Republic remains committed to transforming communities through devolution, as enshrined in the Constitution.
