Zimbabwe Ensures Fair and Non-Partisan Food Distribution Amid Drought

Zimbabwe has declared the ongoing drought a State of Disaster and is working tirelessly to address the food insecurity caused by the El Niño-induced drought. In a significant step, the United Nations recently signed a US$429.3 million drought flash appeal with the Government to assist over 3 million food-insecure people. Additionally, organizations such as the World Food Programme (WFP) are collaborating with the Government to mitigate the drought’s impact.

However, the Zimbabwe Peace Project (ZPP), a civic society organization known for its anti-government stance, has raised claims of partisan food distribution in its May 2024 Monthly Monitoring Report. ZPP alleges that some people have been unfairly denied food aid due to political bias. Despite these claims, ZPP has a history of spreading misinformation, raising questions about the reliability of their reports. Past instances include false reports of a military crackdown in 2019, an incorrect arrest claim in 2020, and baseless voter intimidation allegations in 2018.

In contrast, the Government has established transparent structures to ensure fair food distribution. The Food Deficit Mitigation Programme, implemented through the Ministry of Public Service, Labour and Social Welfare, targets the most food-insecure households. This programme is guided by the Zimbabwe Vulnerability Assessment Committee (ZimVac) for Rural Livelihood assessment results and involves various government entities and development partners, including the WFP.

Food distribution is managed by District Drought Relief Committees, which do not involve political entities. These committees include the Ministry of Agriculture, the Ministry of Health, the Meteorological Services Department, the Climate Change Management Department, the Department of Civil Protection, development partners, and traditional leadership. Traditional leaders oversee the distribution process, ensuring that aid reaches the intended recipients.

In May alone, the Government distributed 3,246.68 tonnes of grain to food-insecure households. In urban areas, the WFP, through the Ministry of Public Service, Labour and Social Welfare, is implementing cash-based transfers to support those affected by the drought. This initiative, known as the Harmonised Social Cash Transfer programme, provides financial assistance to urban residents in need.

Looking ahead, the Government is investing in reducing reliance on rain-fed agriculture to ensure long-term food security. As part of these efforts, 8,000 village ponds have been established under the Presidential Community Fisheries Scheme, spread across 973 Village Business Units (VBUs) nationwide. The goal is to establish 10,000 VBUs by the end of the year.

Under President Mnangagwa’s leadership, the Second Republic is dedicated to ensuring no citizen goes hungry due to the current drought. By building resilience and enhancing food security, the Government is committed to overcoming the challenges posed by climate change and ensuring a brighter future for all Zimbabweans.
